Integrate the plugin with Percona Server

Make Percona Server build the PAM plugins.
Import the sources to Percona Server bzr repo (in the future we might do bzr externals or just bzr checkout in the Makefile) new top-level directory. Adjust the Makefile to symlink the directory into a correct place in the unpacked and patched Server tree.
This will also make PAM a regular part of Jenkins testing. Check that it causes no build regressions.
