Percona Monitoring Plugins

Add Debian and RPM packages

Add the ability to generate Debian and RPM packages. The packages should be platform-agnostic, and roughly do the following:

* Install nagios/bin/* into /usr/lib/nagios/plugins
* Install cacti/bin/* into /usr/bin or /usr/local/bin, whatever is the appropriate conventional place
* Install cacti/definitions/* into something like /usr/share/percona-monitoring-plugins/definitions; ditto for cacti/templates
* Install cacti/scripts/* and misc/* into /usr/share/cacti/site/scripts/
