Allows authentification at the bot by an openID provider.
This sets a flag in the internal database for the given account and add it to the bot's auto-voice list. Allows immediate identification of chatters as members of a certain service (e.g. community).
Example commands:
openid register username.
openid unregister username.
openid unregister-all
openid list
