First of all, we must refine the way a paragraph "type" is recognized (see grid/sig.c).
Then, the prescan process should look for all the occurrences of a paragraph type, and make sure that:
+ Line spacing before (esp between this paragraph and the others nearby) is consistent
+ Paragraph that always start a new section/page are properly recognized, and cause a paragraph break
+ Orphans and widows are avoided.
