Plank should not hide.
Plank should be always shown like the sidebar in Unity, hiding it makes the workflow slower and annoying.

I cannot agree more. I've been using Luna for months now and the dock is definitely the one thing that keeps annoying me. Changing the default to unhidden will ensure that new users feel more comfortable with the desktop.
However, merely changing the default setting is not enough. There will also need to be an option to choose between a dock or a panel, since panels generally look better when always shown. Optionally, it should be possible to automatically convert a dock to a panel when a window is being maximised. When accompanied by a nice animation as seen upon alt+tab, it would even look very slick.
Furthermore, some extra themes should be shipped with the OS that are made with a panel view in mind. These should feature none-rounded corners and preferably a semi-transparant background.
Lastly, there need to be better indicators for open windows. Something like this could be nice: http://
