Sort Icons on the dock based on user frequency. for example, say one user uses firefox all the time way more than any other apps, firefox will slowley move to the left of the dock. Also apps could be added or removed from the dock based on usablity

Let the user sort it. They'll organise it how they like, and remember where they put it. They won't go looking for an icon thinking, 'how often do I use this application compared to others'.
It would not be a good idea. I think users will have some reflex for application icon locations therefore they would like to see their icons where they left it. harund
