Be able to run APIs behind wsgi

   -- docs suck for nginx and mod_wsgi

- ACTION ITEM: get this documented in the install guide or something - right now all I can find are older blog posts.
- Install guide covers keystone+apache in kilo, but only because eventlet was deprecated. Often too complex for new users, especially because some distros like to start services by default and cause socket binding conflicts.
   -- Which docs?
   -- Documentation and testing of running all APIs under mod_wsgi would be nice
   -- Or at least a template/example showing how to do it for a general case
   -- Docs needs recommended configs from project devs.
