Movement WSGI functionality from openstack projects(nova, cinder, neutron, eth.) in oslo.service library

Many openstack components (like nova, cinder, neutron, glance, eth.) contain eventlet WSGI functionality. Implementation of this functionality in many cases are similar or even copy-pasted.
To avoid side effects related with copy-pasted code it should be moved into oslo.service library.
First step is adding generic WSGI in oslo.service.
The next steps are removing old WSGI from components and reusing oslo.service WSGI.
