Console client for ZeroMQ driver diagnostic info

It is desirable to have some console client tool for ZeroMQ driven node.
Such tool will extend possibilities for interactive diagnostics of a driver state.
Currently logging is the only tool for diagnostics.

The tool may be implemented as an extension of zmq-receiver daemon.
But I would prefer it to be a separate application. It should have a capability to
run on any machine and connect to any number of available zmq nodes
to collect and show information about their state. For this reason we can use
notifier oslo.messaging feature.
