Update kafka driver support

The oslo.messaging kafka driver is currently designated as experimental. Adoption of the Apache Kafka server continues to grow and is included in numerous architectures for accurate analytics in cloud monitoring systems. Intended for notifications only, updates to the existing driver are necessary to revise its capabilities so that it can be fully supported and maintained in the oslo.messaging library.
