Performance measurement and profiling support

RPC performance is major part of performance troubleshooting of any openstack service. Today, as per my knowledge there is no support for profiling RPC calls made through OSLO.
Measuring OSLO calls outside the library is cumbersome due to many reasons which include (1) Profling code needs to understand private interface and data structures in OSLO , which may change and break the profiling code (2) Each project using OSLO requires separate piece of code to do the same task. (3) Results in lack of standard way of measuring performance
