Allow to set multiple hosts in a transport url

Blueprint to track the possiblity to use multiple hosts in a transport url

Ceilometer want to use a different rabbitmq server for notifications received by other openstack components and for the internal communication.

It will create multiple transports to do this, and because other openstack components can use a clustered rabbitmq. oslo.messaging should allow to set all the cluster servers in the transport url.

Just for info, the TransportURL parsing code supports this already. I've tested it in conjunction with the AMQP 1.0 driver to allow multiple intermediaries to be specified in one url.
