Implements the state endpoint for RPCServer

The main goal of this feature is make something like "hearbeat"
of RPC Servers running in Openstack environment for checking
their availability.
This can be achieved by adding "rpc state" endpoint by default
to any creating RPCServer. This endpoint will be responsible for
the functional.
