Sometimes INI file formats allow dynamic group names, EG:
[loggers]
loggers = abc
[logger_abc]
handler = ...
... options ...
Often the dynamic group has one option with a well-known key (above, 'handler') which indicates the other keys to expect in the group.
We can support these in oslo.config with a little work.
