OSLO Config Validator

This feature would add functionality to validate user config files against an app in reverse operation of oslo-config-generator. The feature would allow developers of Openstack to also validate a collection of options, on service start, to registered options in oslo.config. Oslo config validator would allow operators, via cli, to specify the configuration file to check and the app namespace to check against.
