CONF objects are generally used globally. There are places where we want to provide almost a 'view' onto the global object with overrides or config options that are only relevant in the current situation.
The case we have is that CONF and options from paste are both accepted by auth_token middleware and I want to be able to override the CONF with the options that are relevant for just that instance of the auth_token object.
