Allow setting oslo config opts from environment

In certain orchestration environments, notably containers, it is common to set or override configuration from environment variables to avoid (or minimize) any files or other static artifacts that must be directly associated with the service being run. If we provide this functionality via oslo.config any OpenStack project can avail themselves of the functionality without needing special handling.
