Support service restart

Sometimes, the operators might want to the change some configurations(i.e. configuration file) and restart an openstack service without going to the console to CTRL+C to stop the running service and start it again. They might just want to send a signal(i.e. SIGUSR1) to trigger the service to restart by itself to reload new configurations.
