Remove 'oslo' namespace packages

Remove the 'oslo' namespace packages from all of the libraries that have them.
The plan is to submit patches to projects that haven't updated to stop importing from 'oslo' and give them until L-2 to merge. If they merge before then, we can release libraries without the namespace packages early. Otherwise, we'll wait until L-2.
