Add more scheduler filters to oslo

Now in nova, there are many scheduler filters and these filters can also be used in cinder, so it is better that we add more filters in oslo and let both nova and cinder use those filters from oslo.

Only retry filter needs to be added, other filters cannot be put to common scheduler.
