Publish an oslo-config package release

The cfg API is pretty stable at this point and should be releaseable as a standalone package.

An example of how this might look is here: https://github.com/markmc/oslo-config

However, we should do this in such a way that we retain all the cfg development history.

Porting the cfg API to argparse needs to happen before publishing oslo-config.

We also need to understand how to version oslo packages.
