When mq server failover, fanout queue encounterd invalid status

When mq server A-A mode, if first mq server is downed, then each nova component's(compute, network, etc) fanout queue does not created in second mq server. So each nova components checks the fanout queue existance, and if fanout queue does not exist, create it

Hi members,

I just wrote this blueprint in "Nova" project, but this item was moved "Oslo" project.

I changed the "Nova" source code for MQ failover, not MQ library or etc.

So i want to re-moved this blueprint to "Nova" project
