Enhance cross-project unittest gate job

In openstack-infra/config, modules/openstack_project/files/jenkins_job_builder/config/oslo.yaml needs to be updated to allow the library being injected to be specified and then all references to the job need to be updated as well.

Need variables for the library name and the repository name (may not be the same).
