db test migration with alembic

The current implementation of test_migration (https://github.com/openstack/oslo-incubator/blob/master/openstack/common/db/sqlalchemy/test_migrations.py) is not available for alembic.
Several projects (Ironic, Storyboard, Sahara, ...) are using a modified test_migration ported to alembic.

We should provide a generic implementation to manage alembic and migration libraries (e.g: Nova doesn't use alembic)
