Copy Oslo tests to other OpenStack projects

Tests for Oslo code should be copied to other projects together with code which they cover, because:
1) it verifies that copied and _updated_ code is still correct by itself;
2) it verifies that copied code works properly in the new environment;
3) it allows to see the proper test coverage for OpenStack projects.
This will require some changes to update.py script used for copying oslo code to other OpenStack projects.
