Common filter/filter handler for filter scheduler

Filter scheduler is being used by multiple projects (so far, Nova and Cinder). The implementation of filter scheduler in these projects share quite a bit of common code. For starter, filters and cost functions. Getting the common code into oslo can reduce a lot of porting (copying/pasting) work for projects that use filter scheduler.
