OSHIP Archetype i18n Function

The current version of atbldr separates out the International English version in the ArchetypeOntology section TermCodes. It also produces a section for each additional language, though it recommends deleting them from the archetype class created.

We need a function that receives the 'en' dictionary as well as each language dictionary and writes a standard gettext file for each language. The format is quite simple, the implementation can be challenging.
