Integrate the LOINC Terminology System with the Terminology Service

LOINC is a terminology with universal codes and names to identify laboratory and other clinical observations. OSHIP already have a mechanism to support it , but not integrated with the measurement service. Support this terminology by the measurement system defined on the openEHR specifications is the goal of this feature.
