Integrate the ICD10 Terminology System with the Terminology Service

ICD means International Classification of Diseases, which is the international standard diagnostic classification for all general epidemiological, with many health management purposes and clinical use. The OSHIP already support it, but it's not integrated with the terminology service. This feature will allow use the ICD10 with the terminology service defined by the openEHR specifications.
