Hyper-V NIC hardware offload

Hyper-V can take advantage of different NIC hardware offload capabilities and can assign different offloading features to VM NICs (SR-IOV, IOV queues, VMQs, IPSec). These can be selectively turned on different VMs and their NICs, depending on necessity.
A previous blueprint [1][2] already introduced the methods necessary for SR-IOV, but they can be extended to include support for the other NIC offloading features.
