os-win

Add os-win modules

os-win is meant to be used in any other project that uses Windows / Hyper-V related utils, including ceilometer, networking-hyperv, cinder, os-brick and so on. In order to do so, some of the os-win modules will have to be refactored (networkutils), while other modules will have to be added (metricsutils, nvgreutils).
