Add Adapter Teaming to os-net-config

os-net-config currently supports bonding through Open vSwitch or the Linux bonding kernel module. Adapter teaming is another way of bonding interfaces, and provides some advantages over the other bonding methods. os-net-config should add support for adapter teaming.
