Add support for OVS bridges with DPDK

In order to support ovs-dpdk in TripleO, os-net-config will have to set the bridge type to "netdev" and add an interface with type "dpdk" to the bridge. This will require at minimum a new class for dpdk_bridge (or ovs_dpdk_bridge), and possibly a new interface type (although it might be inferred that any member interface of a DPDK bridge will be of type "dpdk").
