OP write deleted orders into an audit file

In order portal admin, you can delete an order. Want to write these deleted orders into an audit file.

The delete function was originally designed so we could physically remove test orders from an OP database. Should also create an IP report for deleted orders. Include deleted date, user and maybe a reason?
3/20/2010 we decided to just comment out the button on the review transaction jsp. So transactions can be set to cancelled, which means they will not display in the Information Portal orders report, but are still in the data base. This removes the need to write to an audit table.
