Unlimited amount of TCS controls

Currently the number of TCS controls is hard-coded. To extend the number, a CABViewControlType has to be generated for each control, which isn't very practical. At the moment 48 cab controls are available, which aren't enough when several TCSs with large amount of indicators (e.g. LZB) coexist. With this changes, the technical limit is removed, allowing as much cab controls as needed.
