Update TTPreInfo class to use TimetableReader parser

The current code in ORTS.Formats.TTPreInfo uses direct file reading and parsing to process what is a Timetable-format file. It should be using the standard TimetableReader, because it scans through the file in exactly the same manner (line by line, column by column).
