Spotter deactivate crossing

If you run Seligman's 2.0, you will notice that the activity places you close to the crossing. Even though the activity is using the invisible shape file, the crossing is still activated. By including this entry "ORTSSpotterDeactivateCrossing ( 1 )" in the activity file, you will be able to set up trainspotting activities near a crossing without setting off the crossing. This entry will work well with Carlo's "ORTSAIHornAtCrossings ( 1 )" entry when setting up trainspotting activities. This entry is only used with activities where you the train driver is now the trainspotter.

As of now, the level crossing operation is based on any train being within set parameters. I posted that I found trains parked at some point before the crossing without activating the crossing. If this operation is welcomed, then its possible the above process may not be needed since I can perform a test using the trains speed.

Note: I will test using both processes. If both are needed then both will be used.
