Resume restores settings such as pop-up windows

A Save restores the simulation but not the location of any pop-up windows that are open or the Map Window. Also any settings such as F6, F7, Shift+F6, Shift+F7, F4 Track Monitor display mode.
This proposal restores them when a user Resumes from a previous Save.
