Better localization for control confirmation messages

Currently, control confirmations like "Wipers On" entail two separate Gettext lookups for "Wipers" and "On." For some languages, such as Russian, this is impossible to translate from English because they use distinct phrases for "Wipers On" and "Wipers Off."
Control confirmations should be changed to use a single Gettext lookup. Ideally, this could be done in such a way that we preserve the existing translations.
