Fuel gauge cabview control for steam locos

The FUEL_GAUGE cabview control does not work for steam locos. However it may be useful both for oil burning steam locos, as well as to display the varying level of the coal in a tank (tenderless) loco. The FUEL_GAUGE is provided in kilograms.
