Better management of binary paths for timetables

The manual reminds us:
- If a path is edited, the binary version must be deleted manually, otherwise the program will still use this older version.
- If a route is edited, such that the .tdb might have been changed, all binary paths must be deleted.

This blueprint proposes to automate this manual procedure.

RunActivity will test the text path file timestamp and the tdb file timestamp. If the binary path file is older, then it is not used but deleted.
As currently, a new binary path file will be generated automatically and used thereafter.
