Implement Web UI functionality

Web UI framework is based on BP: https://blueprints.launchpad.net/openstack-valence/+spec/web-ui-interface
However , this we need further design and implement functionality for Web UI.
Some valuable functionality include:
1. Compose a Node
2. List components like racks/systems/storage etc.
3. Multi-pod manager selection which contains different nodes.
    One proposal for Multi-pod manager can look like below snapshots:

        https://wiki.openstack.org/wiki/File:Valence-pod_manager_2.png
    When one pod manager is selected , only racks belongs to this pod manager need to be displayed.
