Add devstack plugin in Valence

Ananth: Since Valence is pre-OpenStack - i.e. it can be active before an OpenStack cloud is setup - I'm wondering if a devstack plugin is necessary.

I was thinking of usecase of using valence for growing and shrinking clouds using nova, ironic , i.e we need valence service along with nova and ironic services running, so that user can compose baremetal node or VM based on the request. If I got it wrong or not a priority usecase I can abandon this blueprint. - Anusha

Ananth: Anusha, I would expect one instance of Valence working with multiple clouds. But let's discuss with the rest of the team to get their input.

Lin: Basically agree with Ananth. Valence should already exist before openstack development.
