[Horizon] Design tablet/mobile version for OpenStack UI

In order to develop a mobile application for Horizon we have to perform and test mobile design. Currently Horizon is a desktop application and we need dedicated templates for low res devices.
Designs must shown tables, informations display and navigation at least. I recommend to develop on a dedicated webapp which will allow to test directly on a mobile device.
