[Horizon] Renovate branding for OpenStack UI
The goal of this design update would be to refresh the branding for the Horizon UI. This would affect the login page as well as the general chrome used after the user has logged in (navigation area and surrounding the main page).

Updates needed for login page design:
1) Update logo based on the OpenStack Branding Guidlines (distance between each other, maybe their sizes?).
2) Remove "Dasboard" near logo - it is global OpenStack UI and stating Dashboard seems odd. Just simple "OpenStack" should be enough.
3) Remove the pictogram on the right top. Will avoid any chance of branding violation and keep design simpler.
2) Header + Navigation
We will move forward with the proposal that Jarda had already created for the navigation enhancements. This is mostly implemented, but needs a few final implementation tweaks.
