Remove the OpenStack singleton

The main manager for OpenStack related things is a singleton. It's flexible enough to connect to just a single openstack setup. This should be changed to remove the singleton and allow it to connect to multiple openstack setups.
This change should separate out the autoloader, allow the primary manager to connect to multiple endpoints, and even allow the transport layer to be different for different setups.
