Consider MEF 2 (Microsoft Composition) over custom service locator

The "MEF 2" library is available for Windows Store apps and is intended for use as a lightweight, portable composition environment. Due to the overlap in intended functionality between this standard library and the classes in the OpenStack.Common.ServiceLocation namespace, the former should be strongly considered in favor of the custom implementation.
