Nova input value validation policy

External api and internal api in nova must validate input parameters.
- External APIs
OpenStack API, EC2 api
- Manager apis
(api.py in each mangers. eg. nova.compute.api nova.network.api)
We should validate input values. Because irregal input value will be source of problems.
In order to coop with tradeoffs between extendability of the code, quality of the code , and efficiency of development, at least
External APIs and Manager apis should validate input values.
