Cover key manager - barbican in more detail in OpenStack Security Guide
With barbican coming out of incubation, time to flesh out the key manager chapter in the guide (2 pages right now). We could cover set up, usage in the context of block storage encryption(JHU-APL work), object storage, 3-possible modes of key manager set up (Jarret Raim had covered in his summit talk), limitations, and what is coming down the pike. Redrobot, active barbican developer signed up to help.

== Work has completely stalled on this blueprint. With permission from Malini and Bryan, I am closing this one, with the understanding that should they (or anyone else) find the time or the inclination, they can pick it up again at a later date. == (Lana, Docs PTL)
