The api site needs to support both v2 and v3 Nova API docs at the same time

When Nova v3 API is released, Nova will support both v2 and v3 APIs in that release. The api site needs the ability to support multiple versions of the API at once so that as we evolve we can show the API from various OpenStack releases.
